About the Project

  • CCCS is an integrated care campus designed to provide comprehensive behavioral health, medical, housing, and social services to vulnerable populations in Sacramento County. It aims to close service gaps and create a seamless system of care for individuals experiencing mental health and substance use disorders, including those who are unhoused or at risk of homelessness.es here

  • CCCS is being developed by National Healthcare & Housing Advisors (NHHA) in collaboration with development partners.

  • The planned site for this campus is on a 23-acre business park in Sacramento County that will be converted into a fully integrated healthcare and housing campus.

  • The project is currently in the design development phase. Construction is expected to begin in early 2026, with completion anticipated by July 2027.

Who We Serve

  • CCCS is designed to serve individuals of all ages, including:

    • Children (newborn–15 years old)

    • Transition-Age Youth (16–25 years old)

    • Adults (26+)

    • Perinatal (pregnant and postpartum women & their children)

    • Older Adults (65+)

    • Special Populations: People experiencing homelessness, justice-involved individuals, LGBTQ+ individuals, BIPOC communities, and those with severe behavioral health conditions.

  • CCCS will provide services for Medi-Cal recipients and uninsured individuals, ensuring that financial barriers do not prevent access to care.

Services Provided

  • CCCS will offer a full continuum of behavioral health and supportive services, including:

    • Mental health treatment

    • Substance use disorder (SUD) treatment

    • Crisis stabilization services

    • Residential & outpatient treatment programs

    • Perinatal & adolescent behavioral health services

    • Housing assistance & permanent supportive housing

    • Employment & life skills support

  • Yes. In a future phase of this project, CCCS will include permanent supportive housing for individuals who need stable housing as part of their recovery journey.

  • CCCS is not just a treatment center—it’s a long-term solution. By providing housing, employment support, and wraparound services, the campus ensures that individuals receive the stability and resources needed for lasting recovery and well-being.

How is This Project Funded

  • CCCS will be funded through a diverse mix of financial resources, including grants that support infrastructure improvements for behavioral health services, specialized financing for sustainability and efficiency upgrades, and collaborations with public and private partners. Additionally, NHHA is actively pursuing various funding opportunities to enhance operations, workforce development, and program expansion.

  • CCCS is designed to be financially sustainable. While initial funding comes from grants and financing programs, ongoing operations will be supported through:

    • Medi-Cal reimbursement for behavioral health services

    • Contracts with Sacramento County’s behavioral health system

    • Revenue from permanent supportive housing programs

    • Additional grants and philanthropic contributions

  • NHHA is committed to ensuring that CCCS remains financially viable by:

    • Leveraging multiple funding streams (public, private, and Medi-Cal reimbursement)

    • Developing partnerships with healthcare providers and community organizations

    • Implementing cost-efficient energy and water infrastructure financing

    • Continuously seeking new funding opportunities to expand and enhance services
